Real Estate & Financial Programs

Rally Austin is a nonprofit investment corporation that helps bring together real estate, funding, and partnerships to create lasting economic and cultural impact in Central Texas.

We work in the space where public, private, and nonprofit interests meet—structuring deals, securing financing, and aligning partners to deliver equitable results for the community.

By combining resources from regional partners with our own unique tools and authority, Rally helps turn good ideas into real projects. We focus on efforts that bring public benefit—like workforce housing, cultural preservation, small business support, and inclusive economic growth.

Our programs and tools help make these projects happen. As Rally continues to grow, our resources will evolve—but our mission stays the same: to activate capital that builds Austin’s future.

Cultural Trust

The Austin Cultural Trust is a public-private investment initiative aimed at preserving and creating affordable space for arts, music, and culture in Austin. Administered by Rally Austin, the Trust provides financial support for real estate transactions that secure long-term, affordable occupancy for creative organizations, cultural institutions, and iconic local venues.

Rather than offering grants, the Trust invests in projects with a clear strategy for ownership, lease stabilization, or stewardship. Properties supported through the Cultural Trust must demonstrate cultural significance and a viable path to financial sustainability. Rally Austin works with artists, nonprofits, and mission-aligned developers to structure deals that protect Austin’s creative identity for generations to come.

Rally Austin Financing

Rally Austin has the authority to issue taxable and tax-exempt bonds for public benefit projects that align with our mission. Bond financing is a powerful tool we use to help make projects possible, whether for affordable housing, community-serving commercial spaces, cultural facilities, or catalytic mixed-use development.

Bond proceeds are not provided as grants but are structured as loans or project investments that must meet criteria related to financial viability, public benefit, and community impact. Rally Austin plays an active role in underwriting and stewarding these deals to ensure accountability and long-term success. Our bond program provides flexible capital that bridges public goals with private capacity.

City Programs

As a trusted implementation partner, Rally Austin often collaborates with the City of Austin to advance real estate, small business, cultural, and economic development initiatives. We may help deliver or support projects that align with City-led programs such as:

  • Affordable housing and displacement prevention
  • Small business preservation and expansion
  • Creative space development and stabilization
  • Infrastructure and economic corridors

County Programs

Travis County operates several public facility and development corporations that can serve as financing partners for eligible projects.

These corporations, such as the Travis County Housing Finance Corporation and Travis County Development Authority, have the ability to issue tax-exempt or taxable bonds for real estate developments that include affordable housing, health facilities, educational infrastructure, and other qualifying uses.

Rally Austin works alongside these entities and local partners to identify when County-led financing tools may be appropriate to help structure a project. We coordinate early with stakeholders to align development goals, ensure compliance, and maximize community outcomes through collaborative financing strategies.
